Error message "country can't receive this payment"

I try to send money to a business account, I send money to that same business account frequently since years with no problems. but now I receive the error message "The country you are trying to send money to can't receive this payment".

Would help if you said which country, also your screenshot not visible.

My PayPal account is a European Business Account.
The Account of the Receiver is a Dominican Republic Business Account.
We are both physically located/online connected in the Dominican Republic.
The receiver is a supplier of mine, so I pay him this same way since already 2 1/2 years every 10 days.
It never failed until today.
I don't know why the screenshot does not like to show, but it states the words:
"The country you are trying to send money to can't receive this payment.
If you continue to encounter problems, please contact customer service."

If you are in the Dominican Republic as well then you should have the same countries paypal account and not a German one?

I'm sorry to hear that someone is having difficulty sending you a payment. Accounts in the UAE are only able to receive Goods & Services payments. If they were trying to send you a Friends & Family payment, that could be why they were encountering the error. For assistance diagnosing the error further, they may want to contact Customer Support through one of the options here.
I hope they can send you the payment soon!

I just got the exact same error message.
I am trying to send USD from my Cdn account to a Chilean account.
Their business is all international and their payments from customers like me is all done through Paypal [or Western Union] so this should be possible.
I am not sure that I could have done anything differently.
Is this a glitch in the matrix?

After a bit of research, I have confirmed customers in Chile should be able to receive payments without issue at this time. I would recommend having the receiver reach out to our Customer Support teams to see what may be the issue with their account.

I am having the same issue, BUT both the customers trying to pay me and my business account are all based in the US! Why am I getting this message when we are not going across country lines?
