On October 28th PayPal issued a refund for 949.99 from uttam singh. On the same day uttam singh re-billed my PayPal account for 949.99. I only recieved one refund and the additional charge is still on my card. Seems like some kind of scam. The charge has since disappeared from PayPal, but they still have my money. Thankfully I have screenshots and bank statements to verify this. I hope that PayPal can resolve this before my bank gets involved.
