Does the paypal.me still not work in Ukraine?

When I go to https://www.paypal.me/  and click on Create Your PayPal.Me Link and I am constantly thrown to my account. Does the paypal.me still not work in Ukraine?

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.
