Echeques are just bank transfer payments. What makes them instant is when paypal credit the recipient in advance and paypal take the wait for the bank transfer to complete. This is because paypal use the slowest cheapest bank transfer option which goes via ACH in batches and takes 5-7 days to clear.
However for certain transactions its the recipient that takes the wait, it will clear as long as the sender has enough funds in their bank account to fund the payment.
