Different fee percentages over services charged to the same customer

Hi. I've been doing some services for a client. Each time he pays to me, amounts between $10 and $100, the fee percentages are different, ranging from 5% up to nearly 9%. Why is that? I thought that up to $1000 the fee percentage is always the same.

Varies according to the buyers country and currencies your are accepting.

Thanks for the answer. I forgot to add a key information. The payments are always from the same person, which is always in the same country and using the same currency. So, I can't figure out a distinguishable change in each payment, except for the amount of it.
