If the website does pay outs, there’s usually payment settings where you can link PayPal account to for withdrawals. But if you’re talking about moving funds from an e gift card to PayPal, that’s not possible. If the card has 16 digit account number, card security code/cvv, exp date, backed by Visa/MasterCard, you may link it to your PayPal Wallet to use as a funding source for making purchases. Just select the linked card as payment method at PayPal Checkout. Store branded gift cards without Visa/MasterCard logos cannot be linked.
