Declining money

Hi. I have sent money from my coinbase account to my PayPal. And the problem is, I can't accept the money. It just hangs there and I can't do anything with it. So I want to decline it and have it send back to sender. I contacted coinbase, they said that they can't do anything. It's up to paypal. Transfer was made in March, so 30 days have passed.

I'm sorry to hear of the trouble. 

Have you received a payment using PayPal in the past? If not, there are a few steps you'd need to complete when receiving a payment.
