Country restrictions on guest checkout

Hi guys,
I have a website using express checkout and guest checkout is enabled.
We have limits set on the countries we wish to sell to.
We have found however that a customer can bypass the country limits by selecting an approved country during checkout and the transaction still goes through.
Here is the example. We want to sell to only Singapore, Australia and Hong Kong. We have found that a customer from say Canada can buy with us using guestt checkout and all they have to do is select Hong Kong from the billing country when they are checking out. There is no validation at this step it seems. How can we stop customers who are not based in our approved countries from buying from us? If anyone can simply select one of our approved countries and place an order, what's the point of country restrictions?
As we are selling software the shipping address doesn't really matter. As we aren't sending anything out. So customers are selecting the country with the lowest or no tax.
Any ideas how we can stop customers from doing this?
