Commbank Australia - Payment Declined

Buyers, using a Commbank (Australia) issued card, have recently been advising us that they get a "Payment declined" message when trying to purchase via our online website. These same customers have been purchasing from us using the same card for over a year, but now their payment is declined. They can sucessfully pay if they pay using their Paypal balance.
No other banks cards are being declined.
We are currently advising customers to use a card issued by a bank other than Commbank to make payment.
Some customers have advised that they have called Commbank and received advice that the seller must have been placed on restricted transactions.
It appears Commbank are now restricting where their cardholders can purchase from - maybe on a "whitelist" basis. So if the seller is not on the Commbank "whitelist", payment will be declined.
How do we notify Paypal to take up this issue with Commbank?
