Charges on Payments made in secondary Currency.

Are there any charges on payments made in secondary currency when withdrawing into bank account in primary currency?
We have relatives who want to give us some money from an inheritance but live abroad. They do not have access to a GBP (£) account. Can they make a PayPal payment in a secondary currency and we withdraw it to our bank account in the UK? If so, what %age do PAyPal take on the transaction? What rules are there on relative currency rates.
I couldn't find anything about this in the help secion.
