Can you change a PayPal payment to Pay in 4?

Not if that payment has already been made unfortunately, that is unless the seller refunds and you pay again and that option is offered when you buy for a second time. However the seller does not get their fee back for any refund they make, so maybe offer to pay the fee and accept a part refund minus the fee element if that is what you plan on doing?
