Card not showing

When i linked my debit card (alinma bank, Saudi arabia) it shows that it has been linked but it doesn't show when i try to withdraw my money it just says to add a card again and the card has been confirmed too

Sorry to hear that you're not able to withdraw to your linked card in your PayPal account. It's possible that the linked card in your account is not eligible to withdraw the balance. There are some cards that are not compatible with transfers which includes most online or virtual cards. If this is the case, you can try to withdraw to a card which is issued by a traditional bank in your country.
