Card has been declined

Hello I signed up recently to paypal and I wanted to link my visa card but I couldn't even though I have money in it! And now it says that my card has been declined, what can I do ? And what's the reason they declined it? Thank you!

Is it a visa credit card?

Yes it is a visa card, but now they sent me an email saying that I can no longer use my PayPal account !
