Card denied by the card issuer

I can use paypal to purchase stuff online but can"t send money from paypal to paypal telling me payment cannot be completed because it has been denied by the card issuer

I do understand your concern with this. If your card is being declined, it would mean this is due to an issue with your card issuer. 

I would suggest you contact your card issuer directly to work out any issues with them. Once you have done this, please try making your payment again.
