Cant move Funds

I live in a country where PayPal accounts cannot receive payments, therefore I don't have a balance. the issue is I have received a Refund from a service to my account and cannot access those funds

You can't receive payments in your country but you certainly can receive refunds.

However they would not go to your paypal balance but directly back to the card you used to fund the payment to the seller in the first instance.

Paypal say once the refund is showing as completed allow 30 days (1 billing cycle) for the refund to process back to your card.
(Can vary according to country though).
