I am sorry to hear you are having issues making a payment. I know this must be frustrating. When you pay with some merchants, they will sign you up for a pre-approved payment. This means they can charge you for their services without you having to enter your details each time.
If you don't have a valid bank/card added to your PayPal account, you won't be able to sign up for a pre-approved payment. This would explain why your transactions are not going through.
I would suggest you try adding a bank/card to your PayPal account before attempting your payments again. If you have the funds available on your PayPal balance, your bank/card won't be charged.
To cancel any pre-approved payments you don't use, simply follow the steps here.
