I haven't used PayPal for years until just recently. I don't sell anything. But when I would log in to the app it says it's a business account. I called today and told the representative but someone had sent me money and they wouldn't release it. She said my account is not a business account and that they wouldn't release the money until I entered a transaction ID or tracking number. It makes no sense to have a personal account and they hold you to the same requirement/ restrictions. I was under the impression that it needed to be a business account in order for them to send me a PayPal debit card. So these problems from my experience are common with them.

Welcome! Thanks for visiting PayPal's Community Forum! I'm sorry there's been some confusion on what services are available for each type of PayPal account. I'd be happy to provide some clarification. Both types of PayPal accounts, Personal and Business, can have a debit card in the US. Here are some details on our Debit Card for Personal accounts, and here are details on our Business Debit Card just in case you wanted to check them out.
Also, both types of accounts can receive payments for Goods and Services. Here's a link to the Main differences between Business and Personal accounts.
If you are just a casual seller, you'd most likely be more interested in a Personal account. However, please keep in mind Personal accounts still may experience a Payment Hold from time to time. So it's important to know what they are and how they can be released.
Also, you definitely want to keep an eye out for any scams or phishing attempts. I'd recommend reviewing the following articles on How to spot a fake, fraudulent, or phishing PayPal email or website as well as Common scams and how do I spot them.
