Cannot Withdraw to Maybank debit card

I already verified my Maybank debit card, but when I try to transfer my Paypal money into the card, it still says that I have transfer limit and need to withdraw lower amount. I already make lower amount and still cannot withdraw. Does anyone has the same problem? How do I solve this?

Not sure you can withdraw to a card, try a linked bank account instead?
