You can only cancel a payment if it has been sent to an invalid email address and so won't complete.

If its pending and you request the seller not to claim it then it should time out at 30 days post payment, if it completes then you can ask for a refund OR open a paypal dispute if the item does not arrive or arrives misdescribed.
