Can you withdraw USD to a foreign USD Account? Paypal seems to force conversion to local currency

Can you withdraw USD to a foreign USD Account? In my case a Norwegian bank with where I have a USD Account. Paypal seems to force conversion to local currency. Does changing primary currency to USD help? I receive all transfers on PayPal on USD but the fees applied by Paypal is quite higher than the local bank conversion fee.

Withdrawals to bank accounts are always in local currency.
You can add and withdraw to a U.S bank account but it has to be a U.S bank opened in the U.S as paypal don't allow withdrawals to virtual/digital U.S accounts or USD currency accounts.
Paypal allow this option as its a U.S company and lets its citizens add their bank accounts to another countries paypal account if they are living abroad.
Advice is voluntary.
