Used a US website to buy a book but, Can't use Australian PayPal to buy a book, wants USA or CA PayPal or some other payment method. WHY?

I was trying to buy an audio book via 'Chirp', but apparently they only sell to specific regions.  Everything went okay until I tried to pay with Paypal and/or credit cards that they recognize as Australian origin.  I was happy to pay in $US but it appears that there are strong regional carve ups with literature, similar to DVD regional restrictions.

All a bit controlling I believe and very anti-competative
