Can't select friend, only says goods and services

I used to be able to choose friend when I sent money to friends but I can't anymore. Just says goods and services, there is no other selection. So I have to overpay my friends because I don't want to short them money when they get charged a transaction fee.

Congratulations on your first post in the PayPal Community! 

I'm sorry you're unable to send a Friends & Family transaction. If the option isn't showing, that may mean that the recipient is unable to receive Friends & Family transactions. For example, PayPal Business Accounts in the United States can only receive Goods & Services payments. There are also some countries that can only receive Goods & Services payments, so if you're sending the payment internationally, that could also be why you don't see the option.
