Can't receive money

Can amount sent to paypal bounce back if the account has not received any amount before for about 3 months?

Bounce back to and from where?

Receiving payment as a seller?

Adding funds to your balance?

Withdrawing funds?

Countries? Currencies?

Funding source being used?
