Can't add money.

I am trying to add money to my paypal balance but every time i go to add, the website just keeps refreshing and asking for a security check. I do the check right every time and it just keeps refreshing and giving me another.

Have you set up a paypal cash or cash plus account to hold a balance as per link?

Have you got a mobile (not landline) phone linked to your paypal account that was issued in your country and in your name only?
