So I do as the guide tells me https://www.paypal.com/ua/smarthelp/article/how-do-i-add-money-to-my-paypal-balance-faq1348, but when I press
"Transfer money" button (https://www.paypal.com/myaccount/money/balances/transfer)
It either doesn't work or displays
There’s nothing to transfer right now
Try again when you have a PayPal balance.
So what am I supposed to do?

As you are both in different regions the option are not the same.
@dmz30 , it would appear you do not have any funds to transfer. You need to receive payments on your account to transfer (withdraw) to your card. This explained on the Ukrainian homepage https://www.paypal.com/ua/webapps/mpp/home.
@Leeshean - there are several options in Philippines to withdraw funds, you can use your local bank, eligible credit or debit card, GCash and Paymaya offer options to transfer funds out of PayPal.
If you have both funds available and still cannot withdraw funds out of you account, please reach out to our Customer Support, using the option in the Help section of your account.

I'm ok with your explanation, but the linked page doesn't exist.
"Something’s not right.
That page doesn’t exist."
Also, it still doesn't address the fact that the button doesn't produce anything (not even error message) half the time. Which is really confusing.
Big problem here on paypal is dead links and lack of direct feedback.

It appears you are located within Ukraine. Ukrainian accounts have the option to transfer funds to a registered debit card or credit card.
