Can't Send Money Using Paypal Balance

I used to be able to send money with my Paypal balance with no problem a few days ago.
But now it says "Choose a payment method to continue" and link a bank account or a credit card to continue sending money.
But when I do that, half of the transaction gets charged through a card that's not mine even though I have more than enough in my paypal balance.
I can't find a way to transact money using my Paypal balance, and I really need this right now or else my business will fail.

Even if you have a balance on your account, it's common for PayPal to request for a credit or debit card be on file as well for security reasons and to verify your paypal account. You can use your balance for a while before paypal request a back up funding source be added.
If you don't have a card on file then add one and you should still have the ability to choose your PayPal balance during checkout.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in the balance option.
Make sure the funds in your balance are cleared and not pending and they have to be in the correct currency that the recipient can accept.
