Can my friend in a different city add cash to my paypal account?

No. PayPal can detect that the account is being used on a different device and/or location, and may throw up error messages.
Have your friend open up their own PayPal account to send you a friends and family payment.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
