Can I send money received through API to ANY bank account from my PayPal account?

I would like to use PayPal as a payment gateway to collect money from users of my application. So there are two questions:

- Can I use PayPal for collecting money from an app via API (Like Stripe does)?

- Can I send that money to any bank account from my PayPal account, for example to my friend's regular bank account?
