I attempted to make a purchase at U.S. Postal Service for stamps. My 5 attempts were each rejected by Postal Service. I now have 5 Postal Service charges listed as pending. Tried using Paypal chat which did present a choice to cancel pending transaction, but then chat stopped responding when choice was selected. Any advice would be much appreciated.

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.
If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.
Sometimes the vendor can void the payments for you but not always. If they do they may time out after a few days.
Advice is voluntary.
