Recently, I can easily convert my USD into Philippine Peso but today I can't convert it. Is there any ways I can do to fix this. I really need to use the money.

I've been trying to convert my dollar balance to PHP balance so that I can use it. I've been using PayPal for a couple of years now and convert dollars to PHP all of the time with no issue whatsoever. It's really annoying since I can't use my money. I can't withdraw to my bank unless it's converted to PHP. Please help.
