CAN'T TRANSFER FROM BALANCE TO MY CARD

I'm trying to transfer money from my balance to bank account but it gives me error. Saying 'There2s a problem, we are not able to make transaction' 

How can I solve this problem?

Hello. I have the same problem. My card issued in Kazakhstan. And i transfered funds on 10th of may. But now i see the same message. What is wrong?
