Bill "payment couldn't be processed"

I am trying to use PayPal's bill payment service, but yesterday and today instead of withdrawing the money I get an error on PayPal page "Something went wrong" and to try again. Then PayPal sends an email "Your ... payment couldn't be processed. Your payment didn't go through. Go to your bill, add or update your payment method and try again."

My debit card account doesn't see any activity, there are no changes to that account and my bank advised me the issue is with PayPal. What is going on?

Seems it's an issue with pre-paid debit cards as payment source. PayPal has not acknowledged the issue or fixed it yet.
