Autopay cost me extra conversion fee from mid October

I set autopay conversion settings to "convert with my bank", and autopay went well for years. But everything was ruined from October 17th. I got extra charged and my paypal receipt showed this:
PayPal's Conversion Rate: 1.0000 CNY = 0.1344 USD
Converted From: ¥119.03 CNY
Converted To: $16.00 USD
This rate includes a currency conversion spread.
What is going on? When will autopay rate return to normal?

Same here. The last correct transaction was Oct 14, showing $4.00 on the receipt. And the next payment on Oct 16, the ¥550 JPY was converted to ¥27.50 CNY to my bank account, even though I didn't change any settings in years.
Edit: Re-added method and set to convert with my bank, the bill still exchanged in Paypal. I require a refund for the extra costs.
