Annual account inactivity fee - What exactly does this mean?

Effective: November 20, 2021 We are introducing an annual account inactivity fee of $20 CAD. - What exactly does this mean? If I don't use paypal, I have to pay $20? For NOT using it?

Only applies for inactive accounts that have a 'balance' of funds on that account.

If you don't have a balance you don't get a charge.

that article is for the UK. i would like to see some actual legal information from PayPal Canada itself.
