All payments to my account are declines

All other people and all my test transaction are declined and get message "To comply with international regulations, this transaction has been declined". I'm from Ukraine. This issue need to fix on PayPal or in my bank? Or all transactions to Ukraine declines?

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
Unfortunately your senders may be in one of those countries so would not be able to send payments to the Ukraine OR they are trying to send goods/services payments.
You still can't do commercial transactions and receive goods/services payments.
