So, I just created my PayPal account and my client sent me his first payment, but the funds is currently on hold for 21 days, I understand that this will be the case but in my next transaction from that same client, will it be faster than 21 days?

Read the link on how to get the funds released faster.

The above is for an individual hold. The actual hold process lasts until paypal feel you have built up a trustworthy reputation with no dispute as per this link.
