Adfly payment keeps being refused?

Hi everyone, as the topic says, everytime my adfly sends money it keeps getting refused. my account isnt limited as i dont have any notifications besides add a bank or card. (bank not working in my paypal and i have no credit card)

Is there something i am missing? please help
