Adding money

I was supposed to receive a transfer on PayPal and the system indicated that it was sent and delivered to my account, but there was no money in my account

If you funded the original Paypal payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account. Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.
(Can vary according to country though).

there was a misunderstanding, I transferred money to PayPal and in the system that performed the transaction it says «completed», you can see your transfer in the PayPal account... but there is no money in the account...

As far as I am aware the option to 'add funds' to a paypal balance in the Ukraine is not available so not sure how you sent the funds?

Or was it a site 'sending' you a payment to your paypal account? If so then it would be seen as a goods/services payment which you can't receive in your country.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.
