Added payment method but can't use right now Issue

New account on my part for paypal, I have a virtual mastercard that needs to be transferred on my friend's account. However, a statement of "We added your new payment method, but can’t use it right now. To continue, choose or add another way to pay." exist. Any suggestions on how to successfully send/transfer payment? Or has the issue has been resolve?
