Hello, I sent a personal payment to a friend, but realised after having sent it that their account was limited. That friend could not refund the money back as it was limited, and is unable to verify it. What could I do to get a refund?

What does it say on the transaction on your paypal account?
How did you send the funds ie friends/family or goods/services?
