ATM cannot validate account

I have withdrawn funds from my paypal account many times using paypal business debit card.  Today, when I tried using an atm, a message came up saying "We cannot validate your account at this time."  The problem was not with my pin.  I got the same message from atm machines at two different banks.

 

What could explain this problem?

 

Any information you can provide will be appreciated immensely.
