A refund for an ebay transaction never showed up in my bank account

I am trying to resolve an issue where I have not been sent the refund, despite paypal telling me the transaction was refunded

On the 22nd of October i was refunded £86.30 which never arrived in my bank account 

In the resolution centre i am told i cannot raise a case for this type of transaction(???) 

If anyone knows what is going on, I'd appreciate the help
