A question about high transfer fees

So i've been using the transfer funds option to transfer the money from my paypal balance to my credit card, however the fees seem very big

Today I've transferred 30$ and received a 5$ fee, after that i transferred 24$ and received a 5$ fee again, is this supposed to work like this?
