[Removed. Phone #s not permitted] were done by the buyer , second one by mistake , now i have raised the refund also though money from both transactions is still on hold by pay pal , not transferred to my account , now pay pal wants me to issue a refund from my money irrespective of the fact that i havnt recieved any money from my buyer and parcel has already been delivered , please help

Yes, the money on hold is unavailable for use. Even for refunds. You refund from your own money and the money on hold will be released after 21 days as usual.
The other option, if you want the money to be released sooner, add tracking number or mark transactions as ‘order processed’.
How can I release my payment(s) on hold?
Then, you may ask the sender to confirm receipt 48 hrs later:
To confirm you've received an item:
- Go to Activity.
- Find and click the original payment for the item.
- Click Confirm receipt.
- Click Yes to confirm that you received the order.
