Waiting for Pending Transaction

I was told that pending payments should be waited for 30 days.

I had a 10 dollar transaction stuck in the same status, so I waited 30 days. After 30 days, the transaction is now gone on my activity statements, and is the refund or purchase didn't go through. What happened?
