I am in the US, using a personal account, trying to send money to another personal account in the US. My account has a bank account linked. Why is the "send to a friend" option not available to me? I am following the steps shown at this link:

I have entered the recipient's email. However, when I get to step 4, there is NO option to select "Sending to a friend." The confirmation screen only shows "Paying for an item or service" and there is no option to change this.
The "Send to a friend" option has been available to me on previous occasions, so I am familiar with how to use it, but now it's just not there. What is going on?
