Refund has not removed promo offer on a cancelled transaction.

So I made a purchase of £700 which was refunded the same day. however, the refund did not cancel the promotional transaction that was part of the £700 and was instead used for other transactions on the account. I have spoken to PPC who advised this is due to UK FCA rules. but now in October 2022, I'll be paying interest on a transaction that should not exist as the retailer refunded this.
Why has Paypal used the refund on a 0% offer due to expire next year?
How are refunds from retailers allocated to transactions?
