Customers getting error message

I run a special limited time offer each month. Last month a customer got this error message: "We're sorry, things don't appear to be working right now, please try again later"

 

when I phoned Paypal they basically send it was a problem with the customer's account. (Told customer this and they said Paypal is just trying to pass the buck!).

 

It's just happened again. I'm really angry because I'm losing customers over this - has anybody else had this problem?!
