Hi, the user who operates <Removed> PayPal account is using their account for extortion and scamming. If you are not already aware of the situation, they are part of a scam ponzi scheme to demand from YouTuber's to pay up in whatever amounts they ask for. This story has already gained a lot of traction on Social Media that they are doing this by attacking YouTuber's with DMCA takedowns and messaging those users on Social Medias demanding them to pay up with PayPal. It is absolutely vital that you take action and immediately terminate their account and return any funds to those they have scammed people money out of.
