Most companies wait until they have received conformation that the item ordered has been delivered, before applying charges to your account. PayPal pays the seller IMMEDIATELY and could care less if the seller ships the "purchased" items to you or not. This practice makes SCAMS very easy to pull off, especially for overseas sellers. PayPal says to contact the seller to resolve complaints. Good luck with that!
